The primary challenge was to reduce total dissolved solids (TDS) levels from 2,000 mg/L to 500 mg/L, in compliance with TCEQ’s Maximum Contaminant Level (MCL) for municipal drinking water. TDS is considered one of TCEQ’s secondary health-based contaminants, making this a critical issue for the client.
The facility relied on the City’s water supply, which had no backup system in place. That supply came from an older, smaller water district. Both the City and District’s water infrastructure was over 60 years old, with no major upgrades or consistent maintenance due to chronic underfunding.
The detention center, established as part of a municipal revenue strategy, faced increased pressure due to expansion plans and a rising population of inmates and staff. A dependable supplemental water source was urgently needed, both for daily use and as a contingency in case of City supply failure.
