Introduction: A Migration Paradox

At a time when climate models are issuing dire warnings, and billion-dollar weather disasters are rising year over year, one might assume Americans are retreating from areas of environmental risk.

But the opposite is happening.

From 2023 through 2024, U.S. Census and USPS data show that millions of Americans moved into regions increasingly exposed to climate danger—especially the Southeast and Gulf Coast, where extreme heat, hurricanes, flooding, and rising insurance costs are converging.

This article explores the disconnect: Why are people moving into zones at highest risk of environmental instability? And what must municipal leaders and infrastructure planners do to prepare?


The Southern Surge: Where Americans Are Moving

Between July 2023 and July 2024, the South accounted for all net domestic migration gains in the United States. According to ResiClub Analytics and Census data:

  • Florida: +64,017 net domestic gain
  • Texas: +85,267
  • North Carolina: +82,288
  • South Carolina: +68,043
  • Tennessee: +48,476

Even as Florida’s net migration slowed from its pandemic-era highs, over 573,000 people left the state in 2023–2024—yet even more arrived. Most inbound migration is driven by:

  • Affordable housing (relative to Northeast and West Coast)
  • No or low state income taxes
  • Warm weather
  • Job creation in construction, logistics, tech, and healthcare
  • Retirees seeking lifestyle change

Yet these very regions are among the most exposed to climate extremes.


The Hidden Cost of Affordability

On the surface, states like Florida, Texas, and the Carolinas offer cost-of-living advantages. But many migrants are buying into a future filled with unaccounted costs—especially in insurance and infrastructure.

Insurance premiums are skyrocketing:

  • Florida’s average homeowners insurance premium doubled between 2021 and 2024.
  • Insurers are pulling out of coastal markets altogether.
  • FEMA flood insurance maps are outdated, underestimating risk in thousands of neighborhoods.

Infrastructure is overwhelmed:

  • Many fast-growing suburbs are built on floodplains, in heat islands, or within storm surge zones.
  • Municipal stormwater systems and lift stations are underfunded, especially in small towns.
  • Zoning laws often do not reflect current or future climate projections.

In essence, Americans are moving to affordability, but they’re also moving into risk—some knowingly, many unknowingly.

Infrastructure Isn’t Ready

From AWP’s vantage point as a water and environmental infrastructure partner, the growing mismatch between climate intensity and resilience capacity is clear.

We see the same urgent issues in city after city:

  • Wastewater systems built for 20th-century rainfall events now overwhelmed monthly
  • Lift stations failing during power outages or high stormwater loads
  • Stormwater detention basins undersized and frequently breached
  • Lack of redundancy in critical water, sewer, and emergency alert systems

Even large cities are struggling—but smaller towns with rapid population growth are the most exposed, with limited budgets and few full-time engineers on staff.


Mapping the Tradeoff: Inbound Migration vs. Climate Risk

In collaboration with AWP’s data partners, we’re developing a visual map showing:

  • U.S. counties at high climate exposure: based on FEMA, NOAA, and First Street Foundation risk data
  • Counties with high net inbound migration
  • Overlap zones: where rapid population growth is occurring within climate danger zones

Preliminary results show at least 13 of the top 20 fastest-growing counties are also in the top quartile for heat or flood vulnerability.

This includes areas around Houston, Tampa Bay, Myrtle Beach, Raleigh-Durham, and southern Arizona.


What Municipal Leaders Must Do Now

Migration is not slowing down. Climate change is not waiting. The window for proactive adaptation is closing.

Local governments, utilities, and planners must:

  • Update zoning and permitting to reflect 2050 climate risk, not 1980 rainfall charts
  • Invest in scalable wastewater and stormwater systems, especially in unincorporated growth areas
  • Strengthen power backup and alert systems at critical infrastructure points
  • Partner with modular, mobile system providers to scale quickly
  • Apply for FEMA BRIC and EPA infrastructure grants to modernize systems without overtaxing residents

Conclusion: Adaptation Is No Longer Optional

The migration into climate risk zones is real—and it’s not stopping. But with the right infrastructure planning, communities can stay livable, resilient, and economically strong even amid rising threats.
